Welcome to my Voice Over Internet Protocol (VoIP) outlet. 

In some respects a December 2003 FCC VoIP Forum may well have been a watershed event in focusing attention on VoIP at the state, federal, and indeed international level, thus that is the starting point for this effort.

And that about sums up the lack of clarity surrounding the growing phenomenon of communicating via data packets over non-traditional conduits, in particular the global Internet.

The U.S. Federal Communications Commission (FCC) held a major December 1, 2003 Forum reviewing the Voice over Internet Protocol (VoIP) sector.  The Forum was Chaired by FCC Commissioner Michael Powell.

FCC Commissioner's Kathleen Abernathy, Michael Copps, Kevin Martin, and Jonathan Adelstein also presided over the Forum.

Industry leaders such as Jeff Pulver (Pulver.com), Tom Evslin (ITXC), Charles Giancarlo (Cisco Systems), Jeffrey Citron (Vonage), James Crowe (Level 3), Kevin Werbach (Supernova Group), John Billock (Time Warner Cable), John Hodulik (UBS),  testified, as did  public sector representatives, Carl Wood (California PUC), Charles Davidson (Florida PSC), and Michael Gallagher (U.S. Department of Commerce).  Dr. Gregg Vanderheiden (Univ. of Wisconsin), represented a portion of the academic community. 

My quick take of the event in respect to VoIP is the cart truly has gotten before the horse, meaning the technology and service is outpacing traditional telephone companies as well as U.S. state-federal and international regulators, grappling with issues such as universal service, taxation, e-911, and law enforcement.

Looking at the recent flurry of announcements from AT&T, Time-Warner Cable, Qwest, Cox, MCI, and others it is apparent that cart is indeed in acceleration mode.

VoIP Deployment

Cable Operators:

  • No. 1 cable operator Comcast is testing VoIP near Philadelphia and will add Hartford, Conn.; Springfield, Mass.; and Indianapolis in 2004

  • Cablevision recently made VoIP available to 4 million New York City homes at $34.95 for unlimited local and long-distance.

  • Cox has nearly a million phone customers in 11 markets and will add more markets in 2004. In its two most mature markets — Orange County, Calif., and Omaha — about 4% to 50% of its subscribers have signed up for phone service, spokesman Bobby Amirshahi says.

VoIP Defined

VoIP (voice over IP - that is, voice delivered using the Internet Protocol) is a term used in IP telephony for a set of facilities for managing the delivery of voice information using the Internet Protocol (IP). In general, this means sending voice information in digital form in discrete packets rather than in the traditional circuit-committed protocols of the public switched telephone network (PSTN).
